The Earth Nation was a cluster of kingdoms that had different agendas. if they had a communication system through their earth bending, (Like how Toph was able to "feel" the earth, but amplify it through some kind crystal network) and had an alliance, they would have been unstoppable, or at least until the metal came into play. Thank God for Toph.
