He gives his victims a fighting chance against only him before debending them The only reason why he bought his mooks to the challenge with Korra was so that to make it clear to her that he will save Korra for last, and that debending her now and there would make her Matyr, which would cause more problems for the Equalists (Benders would retailiate with more force to the Equalist in response of Korra being debended/killed by the Equalists)
