The spinning pattern of the hub cap is due to the frame rate of our eyes". no it is due to the frequency of the light source being reflected by the spinning hub cap, or if you are referring to watching this phenomena on a monitor or tv screen it is dependent of the frames per second recorded by the camera and not as you say "due to the frame rate of our eyes".
